FIREARMS APPLICANTS

The process begins with making application for a Firearms Purchaser Identification Card and along the way, requires you to submit to a background investigation by both state and federal agencies, supply references, be fingerprinted, and consent to a mental health records check.

There are two types of purchase permits in New Jersey—the Firearms Purchaser Identification Card and the Permit to Purchase a Handgun. If this is your first time buying a firearm, you will need to apply for both but this is accomplished using the same application form (Form STS-33).

Applicants should anticipate the process taking approximately eight to twelve weeks. Incomplete or missing information may delay the process, as will the failure of your references to respond in a timely manner.

OBTAINING A FIREARMS PURCHASER IDENTIFICATION CARD

Form STS-33 in duplicate
This is the dual application form for the Firearms Purchaser Identification Card and the Permit to Purchase a Handgun. This extensive questionnaire-type form is where you will provide the names and addresses of two reputable persons with whom you are presently acquainted but not related to. In addition, references should not be people with whom you reside or Morristown Police Officers. Complete all required fields but do not sign the form as you must sign upon review at the Police Station.

If you plan to purchase a handgun, you must also enter the number of permits for which you are applying. Pistol permits are initially valid for ninety days and may be renewed for an additional ninety days.

Form SP-66
This is the Consent for Mental Health Records Search which allows authorities to look into whether you were ever institutionalized. Complete all fields but do not sign until you have the form reviewed at the Police Station.

Previous Address Form
On this form, you are to list all addresses where you have lived for the past 10 years, starting with your current address and working back. If you need additional space, you can print a second copy of this form.

$10.00 fee for the Firearms Purchaser Identification Card.
This is payable to the Town of Morristown and may be either cash,a check or money order. This is a one-time fee because the ID card is good for as long as you remain eligible to own a firearm in the State of New Jersey.

$2.00 for each handgun permit (except for the initial)
You will need one permit for each handgun you wish to purchase. This is payable to the Town of Morristown by cash, check or money order. Please note that for initial applicants who apply for a hangdun permit, we will include one permit in the initial $10.00 application fee. All other permits will be charged at $2.00 each.

Once all paperwork has been reviewed at the Police Station, you will be provided with instructions to have your fingerprints taken. As of November of 2009, the State of New Jersey has contracted with a private company to have all applicant fingerprinting completed. The fee for this service is $60.25 which will be paid at the time of your fingerprint appointment. You do not need this money upon submitting your application to the Police Station.

Once the background check has been conducted, you will be contacted by a member of the Firearms Investigation Unit and will set up a time to come in and pick up your permits.

OBTAINING PERMITS TO PURCHASE HANDGUNS

This extensive questionnaire-type form is where you will provide the names and addresses of two reputable persons with whom you are presently acquainted but not related to. In addition, your references should not be people with whom you reside and should not be Morristown Police Officers. Complete all required fields but do not sign the form until you have your appointment at the Police Station.

NJSP Form 212A - Request for Criminal History Record Information.
This form allows us to request a name check in lieu of submitting your fingerprints. Unfortunately, since this form has to be submitted on specific forms, we cannot place this form on the website and it has to be completed upon arrival at the Police Station. This form must be accompanied by a certified check or money order for $18.00 made payable to "Division of State Police - SBI."

$2.00 fee per handgun permit
Each handgun permit requires a $2.00 payment to the Town of Morristown. This payment can be in cash, check or money order and is due upon picking up your permits.

NOTE: Handgun permits are valid for 90 days from the date of issuance but may be renewed for an extra 90 days. You are required to apply for a handgun permit for EACH handgun you wish to purchase. In addition, new legislation is now in place that limits the amount of handguns that can be purchased during a 30 day time period. For information, please contact Detective Greer at 973-292-6632.

CHANGE OF ADDRESS / LOST OR STOLEN FIREARMS ID CARDS

The new card requires a $5.00 payment to the Town of Morristown. This payment can be in cash, check or money order and is due upon picking up your new card.
