Emergency 911

Morristown Police Chiefs
I. William W. Beers was appointed as the first city Marshal and served from May 31st, 1865 until June 19th, 1865. He was a one armed civil war veteran.

II. From June 19th, 1865 until June 24th, 1865, the position was filled by Samuel Smack. This was the shortest period of time that anyone held this office as Mr. Smack declined the position after a five day trial.

III. Captain William Martin was the next appointed Marshal. The banner advertising his appointment read as follows:

"After considerable difficulty in an effort to find a man willing to take the Marshal-ship, with it's honors, fees, salary, and prerequisites and privileges, the Common Council made a lucky hit in securing Captain William Martin who, when dressed in his uniform as Chief of Police, will make an imposing appearance, add to the dignity of our city, and strike a wholesome dread to the very center of the disorderly element in our city, causing them to simmer down to the bottom of society like coffee grains drop in a basin of dishwater. We caution all scalawags that the Captain won't stand for any nonsense."

Captain Martin served for $50 a year and served until August 6th, 1866

IV. William J. Easton, a former blacksmith served 9 months and 9 days for the sum of $600 per year.

V. Silias E. Totton - lasted one year and took the job for no salary, just collected fees and fines. He took office on May 9th, 1867.

VI. John M. Moore - June 29th, 1868 - took the job for $700 per year.

VII. William Martin was sworn in (again) on Sept. 3rd, 1869 for $700 per year.

VIII. John MacDavitt - June 20th, 1870 - was sworn into office for $1000 per year. He was dismissed from office for neglect of duty and was accused of running a gambling den out of the Police Station.

IX. Cornelius "Con" hally - Dec. 1st, 1871 - was the first Marshal to be promoted through the ranks.

X. B.W. Dempsey - June 2nd, 1873

XI. William Montgomery - Sept. 15th, 1874

XII. Oliver T. Lozier - June 26th, 1879

XIII. William Dun - Jan. 22nd, 1880

XIV. Louis L. David - May 8th, 1880 - only lasted 30 days.

XV. John A. Clift - June 8th, 1880

XVI. Robert S. Van Dyke - June 8th, 1882 - was a retired health inspector.

XVII. J. Frank Holloway - appointed as city Marshal on June 6th, 1885 and was appointed as the first "Chief of Police" when the title changed in 1899.

Chief Holloway created a new uniform button incorporating a raised picture of George Washington's Headquarters. This button is still proudly worn by all MPD members today.

Chief Holloway remained in office until his death in 1915. It was reported in his obituary that on his deathbed, he sent a message to the department on 12 men stating, "Tell the boys, goodbye."

Chief Holloway was in office for 32 years, 10 months and 5 days. Under his command, the department saw the advent of motor driven vehicles and an increase in the population of the department.

XVIII. John J. Morrison - Sept. 3rd, 1915 - when he retired in 1921, he became the first Chief to retire on a pension.

XIX. Herbert C. Wildey - served as acting Chief until he was appointed in January of 1922. He was the youngest Chief in Morristown history.

XX. In 1933, Chief Wildey was suspended and removed from office by Mayor Clyde Potts. He was replaced by Officer Fred A. Roff. In a statement to the public, Mayor Potts wrote the following on Sept. 28th, 1933:

"I have today suspended Chief Herbert C. Wildey of the Morristown Police Department and placed Officer Fred Roff in charge thereof. I am compelled to make this change because on August 4th, 1933, almost 2 months ago, I notified the Police Department in no uncertain terms that they should forthwith close up every licensed place that is permitting gambling or any other form of commercial vice, and to see that the licensed places are complying with the law. At that time, I stated that if the Police Department was not able to carry out the orders of the board and clean up the Town, it was my intention to get a Police Department that could."

XXI. Chief Fred A. Roff - appointed in 1933

Under Chief Roff, the department went up to 24 men, including a Captain, Lieutenants and Sergeants. The department had two way radio cars that could reach any point within the Town in 2 minutes. The departmental uniform was fashioned after that of the New York City Police Department.
