Firearms Application Process and Requirements

Step 1: Visit the Firearms Application & Registration System (FARS) - click HERE

Step 2: You will also need the Morristown ORI number, NJ0142400. You WILL NOT be able to complete the FARS online application without same.

NOTE: Please ensure you are a resident of Morristown (not Morris Township or Morris Plains) before submitting with this ORI. Incorrect entries will require you to re-apply and all fees are non-refundable.

Step 3: Complete the online application. You may complete the application using a smartphone, mobile device, laptop or desktop computer. When completing the application, you will need the e-mail addresses of two reputable references. Please fully proofread the entered information at the "Review Screen" portion of your application. Please also print out the confirmation pages after your application is electronically submitted. You will receive automated e-mail updates throughout this new process through FARS.

Step 4:  The fee for the INITIAL FID card is $50.00, and the fee for each handgun purchase permit is an additional $25.00 (cash or check made out to the Town of Morristown only).  Fees can be paid at the Records Window during regular business hours (Monday - Friday 8AM-3:30PM).

 

Permit to Carry a Firearm 

Please read through these instructions carefully:

YOU MUST APPLY IN PERSON - We only accept applications from residents of Morristown.

 PLEASE PROVIDE THE FOLLOWING AT TIME OF APPLICATION:

1. Driver’s License and Birth Certificate OR Driver’s License and Passport OR Driver’s License and Naturalization Paperwork/Green Card

2. One (1) State of New Jersey Applications For Permit To Carry A Handgun, form SP642. Must be double sided and notarized. References CANNOT be a family member.  The application for a permit to carry a firearm can be accessed by clicking HERE

3. Two (2) color passport size photographs.

4. Consent for Mental Health Search, form SP066 - found on the NJ State Police website - click HERE

5. Written proof of ownership and qualification with a handgun you own 

• Proof of ownership can be a purchase receipt or purchase permit or a notarized letter of ownership listing make, model, and serial number of handgun(s)
• Written qualification must be within six (6) months of application and include Instructors Name and Certification, make, model, caliber and serial number of handgun

6. Two separate Money Orders 

• $150.00 payable to "Town of Morristown"  
• $50.00 payable to "New Jersey State Police"

** ALL APPLICANTS (INITIAL AND RENEWAL) FOR PERMIT TO CARRY A HANDGUN MUST BE FINGERPRINTED. INSTRUCTIONS FOR FINGER PRINTING WILL BE PROVIDED AT THE TIME OF APPLICATION.

** A NEW JERSEY PERMIT TO CARRY IS VALID FOR TWO (2) YEARS FROM TIME OF APPROVAL.

** IF ANY OF THE PRECEDING IS NOT COMPLETE OR INCORRECT THE APPLICATION WILL BE RETURNED AND YOU WILL HAVE TO RE-APPLY
